How are prices for Tours determined?

Will there be any regulations on anything? I.E. - can you buy more than one song placement for the same tour? Is there anything that would make a song not acceptable or qualified for a specific tour?
The only potential regulation as of right now will be a max song length on some playlists but this is always subject to change.
How much are people really going to pay attention in between bands?
